He's putting a stop to everything. If he did this during the debate if a vote he'd be doing an actual filibuster and can be voted down by 60 votes, and there are Dems probably would vote him down. By doing so when not doing "anything" he stops everything.
It's a double edge sword here because if he did it during a debate for legislation people could say "he's blocking legislation" but by doing so before the Senate does anything he's stopping everything (including votes) but now there is nothing to point to.
Maybe if we said "good job do more of this" in a day or three or every day they would do something like this?

However this one action isn't nothing imo, The action disrupted the Senate. I hope they continue to disrupt the Senate.
