Legitimate question: what is he actually disrupting?
Procedure, he's not letting the Senate do anything at all. They have to sit there and do nothing until he stops.
Unlike a filibuster he can't be voted down, and he can do this as long as he's able to stand and speak.
I really need you to think about what you're saying here: What would the senate be doing if he wasn't speaking, and will that now not happen as a result of his speaking? Delaying things by a day or three doesn't mean anything if they still happen.
Maybe if we said "good job do more of this" in a day or three or every day they would do something like this?
