Procedure, he's not letting the Senate do anything at all. They have to sit there and do nothing until he stops.

Unlike a filibuster he can't be voted down, and he can do this as long as he's able to stand and speak.

He's putting a stop to everything. If he did this during the debate if a vote he'd be doing an actual filibuster and can be voted down by 60 votes, and there are Dems probably would vote him down. By doing so when not doing "anything" he stops everything.

It's a double edge sword here because if he did it during a debate for legislation people could say "he's blocking legislation" but by doing so before the Senate does anything he's stopping everything (including votes) but now there is nothing to point to.

Even if it were for anything, the idea of shifting and pissing in a bucket while you ramble about nothing being a legit tacric means that whatever government is working that way should be destroyed and replaced. That's silly as hell.
