Tigger in Mandarin is 跳跳虎 Mandarin tiaotiao hu Cantonese tiutiu fu (?) literally jump jump tiger, or bouncy tiger. I cannot see any way that the name could have racist associations in Mandarin, unsure about Cantonese. Everything in that regard re. Tigger and name association is from English speakers.
