Billionaires and their ghouls pretending to care for the people by doing pseudo-vigilante stuff instead of fixing the structural problems they themselves help create and maintain is on brand for Batman.
Honestly, henching for Batman's villains can be pretty good if you choose the right Boss.
Are there forms of joker that don't kill their henchmen on whims and for laughs?
Something I would note here, mostly this is only covering the "would the boss kill you directly". which is also kind of missing the second danger, IE even if there's a boss that would never personally kill you, certainly you also have to factor in the fact that any boss will throw you on the front lines of a war, throw you under the bus so the police are busy arresting you while they get away etc...
Yes, the version of Joker from the Harley Quinn show. That guy threw Batman in jail for tax evasion, and otherwise seems to be a decent guy to work for (post Season 1).
Joker from Telltale is also a decent guy if you're decent back.
Ra's al Ghul would probably be good for mercenary work especially if he takes a liking to you. If you are lucky he may even give you access to a lazuras pit.
Bane is smart enough and generally honorable enough that if you proved useful he would be unlikely to kill you, he may even be willing to work with suggestions and critique.
Honorable mentions for a non Batman villain. Snowflame you get more or less free access to all the cocaine and your boss will remember your name.
Dishonorable mention, the Penny Plunderer. He would pay you only in pennies.
