I wouldn't be surprised if it's motivated by detecting illegal drugs, and informing allocation of police resources based on that, not any actual concern for people. I don't know if they do that or if it's feasible but that was my thought.
true but they still spent the extra $50 or whatever it costs to do the H5N1 test
