In order to reduce the casualties of innocent israelis the only logical thing to do would be to give high precision missiles and intelligence to Hamas and all resistance groups so we know they're aren't hurting any of those poor innocents
the bill would have cut 500 million in "defense missiles", but the entity could still just buy them outright
this was a minuscule way to highlight the contradiction (considering Biden has provided military aid in the 10s of billions)

And even if it were completely for "defense" its still an unconditional transfer so Israel has to use less of its own resources for the same, used instead for massacring Palestinians.
