I would like to think this is more than performative, but given the history of inaction I won't be holding my breath as a wait to see something more than threats and condemnation.

I think this is essentially a response to the trade war with America. Threat of sanctions from America is why so many countries support isreal, but now with the trade war there's not much to lose.

Yes, it's just talk and I doubt Netanyaou would take it seriously.

Don't (just) threaten sanctions. Do raise sanctions. Israel is already blocking humanitarian aid.
