Kamala Harris, without a shadow of a doubt, because she's the current Vice President. Presidential succession is pretty well-defined in the US.

Edit: I mean that Harris would be the figurehead of the US empire. The people who she responds to would still be the capitalists.

I mean officially speaking, the vice president is the acting president when the president is incapacitated (doesn't have to be dead). Mike Pence did that several times when Trump was in surgery under general anesthesia, iirc.

Blinken is running it now and he'd be running it after Biden croaks too
