Israel and the UK had a pretty strained, at times hostile relationship all the way into the 1990s. Like Israeli soldiers blew up a British air force base in Jordan during the 1948 war. The UK throughout the 50s and 60s had close relations with Arab countries, namely Jordan and Iraq, which were notably two countries that Israel kept spying on and doing military actions against.

The UK had a 12 year arms embargo on Israel too, from 1982 to 1994.Also Israel sent guns to Argentina during the Falkland islands conflict.

So it's not really surprising to me that the queen didn't have a high opinion of what was considered a hostile nation for much of her reign.
