I often see fascists using camera tricks and perspective tricks to claim their rallies are much larger than they actually are, but I think this is the first time I've seen them try to do the reverse. The PS2 crowd_background.png quality of the image doesn't really help make it clear what context is actually here.
Maybe it's just the South African Fans of Cuba (SAFC) holding a yearly get together?
