DC just sucks and nobody wanted parades there, Civil War, WW1, WW2 victory parades happened in New York (and smaller local ones regionally). countries whose capitals weren't negotiated as ransom from slaveholders put their civil and military institutions in one of the large prestigious cities where frequent military parades can draw crowds and look respectable.
