You could try Bunq, a Dutch neobank. It's a paid service though and only supports customers in the EU.

There is MoltenVK for running Vulkan apps on macOS, and also Asahi Linux has a standards-compliant Vulkan implementation natively

Yes, they have a right to vote in the state they last lived in (or, if they never lived in one, perhaps the state their parent last lived in?) but unfortunately Puerto Ricans can't vote in presidential elections.

I'd say normally yes, but Italy has abnormally cheap data plans. Local data is probably going to be cheaper than eSIM apps in this case. This might also apply to traveling to other places in the EU (buying an Italian eSIM - but check that it can be activated outside of Italy first)
