I don't know where you live, but where I live this is simply not true. A murder is a murder, regardless of the weapon or method used. The difference between an accident, wrongful death and murder is usually very clear and obvious. There can be a bit of a gray area where using vehicles as weapons of terror are involved, but there are other laws to handle that situation.

MODERATORS
In Ontario, you can kill 16 kids, and get 10 years.
I've seen countless deaths here in Ontario (Canada) where the driver either gets nothing, a traffic violation, or a very light jail sentence.
Even worse, we had a teenager run over by a driver who failed to look both ways before going through a stop. And you know what the city did? They banned e-scooters on that road. The victim was simply trying to get home after work.
The only time when you see slightly harsher penalties is when the driver went out of their way to use their vehicle as a weapon.
But all other cases of distracted driving, driving under the influence, "accidents", and simple neglect, rarely come with adequate consequences.
Compare two situations:
- A man is drunk and high on drugs. He gets into his SUV and down an inner city street at 2-3x the speed limit. He inevitably loses control of his car and plows into another car, killing three people and cripling a fourth. Is this murder or an accident?
- A man is drunk and high on drugs. He pulls his semiautomatic gun in the middle of a busy square and tries to shoot street signs or something, but instead hits and kills three kids and criples a fourth. Is this murder or an accident?
