He's all those things and has dementia.
I genuinely think people who say he has dementia are coping to ignore the possibility that someone can be that hypocritical, lie that much, and still face no consequences whatsoever.
Experts have studied his speech patterns and he's clearly going downhill fast.
The petty theft of the FIFA medals is also a pretty clear sign of dementia. It's classic dementia behavior and it would be overanalyzing to call it anything else.

His statements here reveal something we probably knew: that he didn’t actually review the candidates and make the appointment decision himself. He just rubber stamped the recommendation he was given.
