Considering that the Soviet Union collapsed 35 years ago and Russia is the polar fucking opposite of communist now, that's a very good question.

And oddly, they don't mention Russia anywhere in that rule, only a vague "xenophobia." I'm pretty sure calling out suspicious interactions between foreign governments and minority parties that rarely get >1% of the vote shouldn't qualify as "xenophobia," that's more like "s are ."
