Even if you paid ALL of them $5m/yr, China would pay a few $20m/yr. It's not like there's a bidding site that shows the guys who've been contacted. You either pay them all this outrageous sum or none.

I'm very surprised this isn't just classified as top secret, prohibiting the pilots from offering training outside of sanctioned military schools.
