Because it's "their road", and they feel entitled to drive however they like, without anyone telling them what to do.

It takes a special kind of scumbag to vandalize red light and speed cameras.

Why tax the rich for more tax revenue when you can target working class people?

The fuck does this have to do with class? A civic is just as likely to kill me as a mercedez when all the drivers on the road these days are speeding and distracted

And yes, fines should be proportional to income, or better yet, value of the vehicle (since many rich people find ways to hide their income)
