The holocaust had civilian participants as well. The Nazis recruited normal people to form a police force in the occupied territories, and then told them to execute "these jews over there" and they did. There was heavy alcohol abuse among these people, but there was no resistance even though there was no indication there would be punishement if orders were disobeyed
Yeah, he's one of the soft targets that should be hiding in a bunker if Trump decides to invade Canada. Not because it would save him, but it saves time on burial if he's already underground.
