Mexico City. President Claudia Sheinbaum sent today to the Congress of the Union an initiative to reform articles 19 and 40 of the Constitution, with the aim of making it clear that with any country and in particular with the United States “we collaborate, we coordinate, we work together”, but without interference or violation of sovereignty.

“We want this to be clear”, emphasized the President, once the government and the Senate of the United States decided to name six Mexican organized crime groups as terrorist groups.

Thus, Article 40 incorporates that the people of Mexico, “under no circumstances will accept interventions, meddling” or any activity that comes from abroad and is detrimental to national sovereignty.

It states that no type of incursion by land, water or airspace will be accepted, nor will the carrying out of investigations or persecutions be allowed without the express approval of the Mexican State.

Meanwhile, the proposed reform to Article 19 of the Constitution states that any national or foreigner involved in the manufacture, distribution, transfer of weapons in the national territory, as well as any foreigner who carries out activities outside the law, “will be subject to the most severe penalty possible” and will be subject to unofficial preventive imprisonment.

Sheinbaum informed that also due to the decision announced yesterday by the U.S. government and the recognition by the Department of Justice that 74 percent of the weapons seized come from that country, the Ministry of Foreign Affairs is working on Mexico's lawsuit against the producers and distributors of weapons, in order to broaden it and include as responsible for complicity those who sell weapons that are introduced into national territory.

Drug use prevention strategy

Later, Sheinbaum also referred to President Donald Trump's comment about her being a wonderful woman and the idea he gave her of having a fentanyl consumption prevention program.

With his comments, the president said, Trump recognized the Mexican strategy “of what we call attention to the causes” and that the United States should address the issue of illegal drug consumption there, she said.

The president commented that in the second call with Trump, he asked her if there was a problem with fentanyl in Mexico and the answer was that it is not so serious and because of the values and the protection of families and young people.

President Trump “remembered the conversation very well” and his expressions contribute to building a good relationship.

Questioned about the meeting held yesterday between the Secretary of National Defense, General Ricardo Trevilla Trejo, and the head of the Northern Command, General Gregory M. Guillot, she said that it was a respectful conversation in which they agreed to maintain close communication when there is a presumption of a criminal act.

Panama is abetting the U.S. in returning deported immigrants to their countries of origin. Amid tensions over the current régime's threat to take over the Panama Canal, Panamanian President José Raúl Mulino offered to strengthen cooperation with the U.S. in the deportation of migrants. Both countries have had an agreement since last July to return those who have crossed the dangerous Darien jungle on flights paid for by the U.S. The treacherous hike through the Darien Gap brings people from Colombia to Panama and is a crucial passage for those hoping to reach the United States and Canada.

On February 13, 119 immigrants arrived in Panama on a flight from the U.S. Two more such flights are expected to arrive, amounting to a total of 360 people. They are to be housed in a hotel and then a shelter as they await their flights from Panama to their various countries of origin.

The word on the net is that we(sterners) aren't using our dear sanctions against Rwanda, as we did in 2012, because we'll gain even more money than through the current neo-colonialism, and i.d.k. if our theft/neo-colonialism will indeed be increased in case of a rwandan victory, it seems at most a partial explanation.
Apparently, the DRC had closer ties with Uganda recently, but i don't think that Rwanda's supposed "isolation" played any role.

There are manifestedly ethnic tensions, most notably the Tutsis genocide during the Rwandan Civil War in 1994. And, as usual, we(sterners) were biased when describing the context and saying who's good and bad(, i've read the autobiography of Pierre Péan a few years ago who complained about our biases back then).
It does seem that the weight of past conflicts may be one of the main reasons :

The M23, mainly composed of congolese tutsis, is saying that the congolese government didn't respect the 23 March 2009 peace deal, including the integration of CNDP's members in the official army, and a protection of the Tutsi minority.
That includes a protection from the FDLR, whose continued existence and apparent support from the DRC may be an other valid reason for Rwanda's attack.
They named their movement after this date, hence the 23 in M23 :

The DRC can't do much to control their territory because like many rich african countries they're too exploited to have a military strong enough to enable them to fully control their own territory, among other problems linked with neo-colonialism(, P.Lumumba was assassinated in 1961).

Another reason why Rwanda isn't currently under attack by our medias is that Paul Kagame is apparently a respected leader who raised Rwanda's influence in collaborating quite heavily with the United Nations peacekeeping missions, including against islamists in Africa(, most notably in northern Mozambique where France’s Total Energies is developing an offshore gas project) :

Also, « A decade ago, Rwanda’s primary exports were coffee and tea. Now it is a key supplier to the west of metals powering the tech and green energy revolutions, despite not having the mines capable of producing them. »
And the impact of western sanctions may be reduced because « In the years since, Kagame has built alliances with non-western partners such as China and the United Arab Emirates, which is now the country´s top trade partner. »

It seems like it'd be easy for the DRC to agree with the light&legitimate demands of the M23, i don't see why they don't, and risk instead a separatism in the worst case. Local opposition to their integration, structural problems in the army, ethnic tensions, distrust towards (ex-)rebels, ..., aren't valid enough reasons, so i.d.k.

That's only a quick/incompetent overview.

"This group wants to honour the memory of Aleksei Navalny by installing a memorial bench. Helsinki is granting permission for the bench to be placed in a public park," Luomanen said in an email.

According to Luomanen, the activists will be responsible for the design, costs and maintenance of the memorial bench after its installation.

Previously Finland has scrubbed off Lenin from everywhere because of "Russia's aggression". Unlike this fascist, Lenin actually is important person in Finland's history. Interesting to see how long this bench is going to stay.
