Looks like it’s a concrete floor and they didn’t want to cut it up to install a proper drain, so this was the solution they came up with.

As a former contractor, I’ve seen a lot worse ideas.

The problem with redesigning cities is that they weren’t exactly built with the possibility of being redesigned in mind. You’re talking about a goal that is hundreds of years of incremental change away. Electric cars are part of the short term solution, but redesigning cities is a much much longer term solution.

It’s not as simple as raising taxes when they use creative accounting to live “at a loss” and pay for everything with loans while most of their holdings remain untaxable.
