I don't know much about military training, but I do know that grouping students into "squadrons" is done today - I don't know that the grouping is based on anything, but it makes a certain kind of sense that Starfleet would embrace a kind of "meritocracy" approach to it, even if it also comes off as elitist.
Perhaps Nova Squadron is a long-held academy tradition, and despite the initial fallout of the 2368 incident, that’s overshadowed by its long history of outstanding cadets, a legacy the academy didn’t want to suddenly erase.
I think this is likely. Scandals come and go, but they often don't overpower institutional inertia.
Despite the mixed results last season, I am glad that RTD is putting at least a little more weight behind the arcs than his previous "recurring words in each episode" schtick.
We'll always look ahead to the future if we get the chance to keep running. I've got ideas. "I think I'll do that near [Season] 4 or 5." And that's always the way I've worked on things. So yes, I could promise you amazing stuff at the end of Season 4. There are things we've already mentioned that are going to bear fruit a long time into the future. So that's just the fun of it. That's the fun of Doctor Who. But, to say again, it's the pit stops along the way.
