Many HOAs have curfews during the day for kids (school hours). Hypothetical situation. Let’s say a kid feels unwell, and tells the school that they won’t be going in that day. If later on they feel better, and decide to go for a walk, are they violating a curfew? It’s insanely dystopian that you can’t go for a walk in your own neighborhood.
