I don't see that anywhere in the link you posted. It's a link about drug prices which doesn't seem to reference The Phillipines at all.
He's saying that from the Filipino perspective it will be open market, and they won't institute a tariff on American goods, then continues on saying that Filipino goods will have a 19% tariff on them.
It's not the clearest thing in the world, but still easy enough to understand if you try in the least bit.

Increasing tensions and a current American population that is 100% anti-american involvement in war is bad for the Philippines. He will not come to their aid. No shit he doesn't care a lick about The Phillipines or drug proces or literally anything but his own self-interest, but that's not what you said. You said he contradicted himself by saying zero and then nineteen. But he said The Phillipines would approach American products with an open market, and the American market would put a 19% tariff on goods for the Phillipines. Misconstruing that very simple statement is either a bone head interpretation or an intentional misrepresentation of what he said.
Which is, frankly, mystifying cause what he's actually saying is still deeply harmful and self-involved. The only reason I can fathom for making that kind of vapid interpretation is to continue a trend of isolating and fanaticizing the two sides even more, which only benefits those who don't want an beneficial resolution to this garbage train of a decade.

Yeah, but that's just him saying the Philippines pays for the Tariffs, which is false. He set a 19% Tariff on goods bought by U.S. companies for products coming from the Philippines.
Hypothetical: So if McDonald's buys potatoes from the Philippines for $1.
They pay $1.19. 19 cents to the treasury of the U.S., $1 to the Philippines company they bought from.
So then McDonald's sells those products and recooperates the cost, by selling the fries to us for more, to make up the 19 cents lost.
It hurts the Philippines by making it more expensive to buy from them, it hurts us by our costs going up. The idea is that maybe it will be cheaper to get the potatos here in the U.S. instead.. but it would still cost higher than $1.19 to get them here, so they would still buy them from there..and pay more

Yeah unfortunately it only works if the wages in the country you are buying from are close enough to the U.S. that 19% would offset the difference.
As an example the largest export of the Philippines is Coconut oil.
Phillipines production cost - $1.65-$2.14/kg
U.S. production cost- $3.04-6.70/kg
So we would have to have at minimum 84% tariffs for the costs to break even, then we would need large areas of land (able to grow them) to dedicate to the $2 billion dollars worth of coconut oil we import from there, and a labor group who would produce it .. which would require the workers we are currently deporting.
So the numbers show, he just taxed companies 19% in the U.S. in coconut oil, which they will pass on to U.S. citizens in the sales price. Because it is still way cheaper than us making it here, so no new jobs will be created

Japan has most of the bases, but half the Japanese feel like chafing while wearing the American security blanket and the other half itching to modify or repeal Article 9 for rearmament, while the PH -- no formal US basing since 1992 -- is naked in the face of Mainland Chinese aggression and needing the investments of any kind, even if they have to deal with a two-faced liar and his vicious cabinet and legislature.

I remember seeing the talks about the last election. People were shocked that he would even be considered, let alone win, just because of what his parents did. They stole from the people and lived the life of luxury while everyone else got nothing. Once they were outed, they were forced out, I think? Then the people got in and saw just how much they stole. I'm pretty sure the new kid promised he was not like his parents and would never be that way, but why anyone believes that is beyond me... I haven't actually heard anything since. What kept the Marcoses from being thrown into jail was not only an army of lawyers but also their personality cult, many of them were once children during their regime (hence why the Marcoses heavily invested in some public education in addition to controlling media).
