State law bars police from sharing data from automated license plate readers with federal agencies. They're doing it anyway.

What happens if everybody in California takes their license plates off their car?

That would solve it but it’s a collective action problem. First few would be harshly punished and that keeps such an idea from gaining momentum.

Also, there are millions of fascists who think this is great in California. It’s not as left as people elsewhere think it is. So getting that level of solidarity would be a challenge.
