Steam is also promoting this game on their front page. Some of the indies never get same kind of love even though the game is good. I wonder who makes these decisions at Valve? or do the devs just pay for that position or do you have to know the right people?

I don't think in store location are paid.

I would guess they are algorithmic and something about the game purchase dynamics resulted in a positive feedback loop.
