Does the master class refer to individuals in it or the entire class?

This quote seems to be talking about the entire class. Usually wars are primarily for the benefit of opposing factions of the respective ruling classes. This is why revolutionary defeatism makes a lot of sense. The lower classes receive no benefits from the wars really. The one caveat is a revolutionary war, but that is not what Debs is mentioning here. And even many 'revolutions' are borgie directed and not in the interests of the lower classes. The US Revolution is an example of this type.
