The legality is also questionable. It seems, currently, there is no law specifically forbidding changing the IMEI of a device you own, but it’s definitely a gray area.

So...in what way is this a gray area?

I was under the impression that there was a law against it in the United States, but I very well could be wrong.

If it's true that there's nothing against it, then there is no gray area.
