Saudi Arabia isn't a surprise because despite it's leaders being snakes their muslim population overwhelmingly supports Palestine which doesn't give them much of choice.

I'm guessing with France they are afraid of agitating their domestic muslim population even further towards rioting and violence. Hungary under Orban has always been openly islamophobic so not too surprising for them I guess.
