This doesn't specify "while [CARDNAME] is on the battlefield" so is this just a permanent effect for the rest of the game?

No, that’s not how magic’s rules work.
I've never heard of a card leaving an effect that stays without any sort of card or Emblem in play somehow.
Plus this isn't any ongoing effect, it's a trigger. When target takes damage, then double. If the cards not on the field it can't be triggered.
This means that cards that let other cards trigger an additional time would be a nasty combo with this.
OK makes sense. It's MH3 cards so I'm prepared for all sorts of power shenanigans
