Washington has ignored Brazil’s attempts to negotiate ahead of the measure’s expected implementation on Aug. 1., the Brazilian leader said.

I hope the left wins in Brazil next year. The BRICS really needs all the traction it can get now. It's a make or die situation for multilateralism.
