I found the perfect punishment for the assholes doing this: have them pay a fine that's the equivalent to what the camera would have generated for the amount of time it takes for the camera to be replaced.

But the person needs to pay for the camera to be replaced first, so those fines are going to add up if that doesn't happen quickly.

Give them 60 days to pull it off, and then start charging interest.

People who do this are a direct threat to public safety, but I think jail is too easy.
