Federal Europe has been a dream of euro neoliberals for a while now.

I suspect. It is probably the only way that Europe will survive and regain any form of competitiveness or sovereignty in the world.

The alternative is the EU collapsing and the entire region becoming extremely unstable, which will lead to wars, revolutions, interventions and so on. Couple this with climate change and a billion climate refugees adding instability to the mix and I believe it's the most likely outcome.

I thought that was the plan, but 2022 revealed how deep Europe is vassalised by the USA. They can still theoretically do it, but it would require shifting the alliances at least 90 degrees on, which is impossible since they failed to even shift 1 degree in the face of blatant sabotage and act of economical war waged on them by the USA.

I think it's still the plan, remilitarising is part of removing the military dependency.

There really is no other plan, it may be unlikely to work for them but they're going to try rather than do nothing and see global leadership and strength slip away from them entirely.
