Edit: I removed the HELP and extra question mark from the end since I've now left it be outside and don't need a advice. I thought the cross post would include the body text from the first post on !cat@lemmy.world so I guess I accidentally left out all the other pictures and additional info, oops

While I don't approve of it, outdoor and indoor/outdoor cats are a thing. With what looks to be a newish flea collar on, in what looks to be good health, this is likely just a kitty out with "permission".

If you're worried about its safety, bring it in until you can find its humans later. Otherwise, just give it pats and go about your business

Ahh, I didn't realize it was a flea collar but I looked up pictures and there are some that look similar, that makes me feel much more confident that it's supposed to be outside
