Get a stick.
Swing that stick under water really fast, as fast as you can.

Chemtrails are exactly that but in air at much higher velocity. In water you make air bubbles. In air you make water vapor. LOL! Its water! The whole thing is water! Louisiana law makers are fucking retarded!
