No, it would require a constitutional amendment. The 8th and 14th Amendments block exile as a punishment

Not with this Supreme Court. They've been happy to ignore the actual letter and intent of the constitution before. Democrats/liberals need to get out of the mindset that the law still matters to these people, it doesn't. You'll be lucky if the midterms still happen in 2026.

There is an international law against removing all national ties to an individual. You cannot exile them from all countries with no home country. It's much bigger than the constitution at this point.

Who will step in? If Trump ships Americans to Guantanamo or El Salvador, who is going to do anything about it? If the past is any guide, even Democrats wouldn't go after Trump if they somehow manage to get in power again.
