The missions in that game are ass, but the sandbox has such a vibe. Just fishing and goofing off
Rockstar makes amazing sandboxes but all of their missions are incredibly strictly scripted and choreographed and allow no creativity from the player, failing them instantly when they go off script
they were better about it 20 years ago. although it's weird they had lost the "drive a cab and pick up the guy you're supposed to tail" gimmick already between gta 3 and san andreas.
