How exactly do you "ban owners?"
Disingenuous.
Making *the connection from there to establishing consequences, such as surrendering the pet, lawsuits etc, not sure what to tell you. Attend city/town council meetings. Letters to editors.
What body is going to determine how responsible an owner is BEFORE a child or other innocent bystander gets mauled or killed?
You want them banned, that's something you can research and address. I do not.
