Japanese and Korean people may look the same, but they are culturally very different. Japanese people are very docile compared to Koreans. If you slap a Japanese person they may apologize to you. Koreans might slap you first.
That might be because of all the nondocile Japanese invaders they've had to deal with up to WWII.
But, when it comes down to it, the Japanese will drop the hammer on your ass.
