The rules for posting and commenting, besides the rules defined here for lemmy.world, are as follows:
Rules

3. No spam, self promotion, or upvote farming. Sources engaging in these behavior will be added to the Blacklist.
4. Non-whitelisted bots will be banned.
5. Engage respectfully: Harassment, flamebaiting, bad faith engagement, or agenda posting will result in your posts being removed. Excessive violations will result in temporary or permanent ban, depending on severity.
6. Memes are not allowed to be posts, but are allowed in the comments.
7. Posts from clickbait sources are heavily discouraged. Please de-clickbait titles if it needs to be submitted.
8. Submission statements of any length composed of your own thoughts inside the post text field are mandatory for any microblog posts, and are optional but recommended for article/image/video posts.

I think the reason I overlooked this as an issue is because I have a phone with a 21:9 aspect ratio. The entire menu is always available, I never have to scroll to find things. I went back to a couple of my older phones with 18:5:9 and 16:9 aspect ratios and I can see what you're talking about now. The shorter your screen is, the more this becomes an issue. Although on all of them it's still only a single scroll so I'm not sure why you are being forced to scroll down twice.
For context, my phone is an S23+ with 19.5:9 aspect ratio; I've actually tested FF forks, so maybe the menu items are different in number from base FF; I use the bottom bar, which apparently shortens the menu as compared to top bar; the length of the menu bar is different if viewed in a new tab page or a web page. If I'm in new tab, the menu is very short and I can access the quit button instantly.
It's about time Mozilla lets us customize that menu. It's full of things I don't need or I could drop to the bottom. Like "print"? Seriously!? The times I had to print a webpage in my entire life, even on PC, is exactly zero.
