They never brought charges, just stopped the investigation. My guess was the play is simple there, if he didn't do exactly what Trump wanted, the DOJ could bring charges and put him in prison for years and end his career. Thankfully some people saw through it, yet not enough to pressure for the charges to be taken up and followed through on.
