They do it because they cant afford the manpower to do it themselves. European colonial powers did the same thing once their empires got big enough. Its just not as effective as it used to be. Soldiers in the modern day are super expensive to train and equip and it takes time too.

It's Ukraines issue. Their conscripts are barely trained so they die faster, and eventually theres no one left to conscript.
