i think there's a bit of misinterpretation going on here, the season 2 Piltover 'occupation' of Zaun was not a fascist takeover by the city. Both Piltover and Zaun were becoming a colony of Noxus. Kiramund and her cops literally start wearing their insignia. She's the chosen collaborator of an imperial occupation like Khedive Muhammad Tewfik, not Mussolini.
the movement from this plotline to the alliance in the end is extremely rushed and inadequately set up, I don't think one person is really capable of single-handedly instigating their own colonial domination, and then revolting against it. But anyway the anticolonial struggle melds the national bourgeoisie and working class movement against the occupation, in an expected way, this is not a 'fascist' corporate movement against an external enemy. In fact, the enemy 'collectivism', when it was transparently harnessed to serve empire looks more like fascist false collectivist pretenses than Piltover cops and Zaunite guerillas making a truce to fight an imperial incursion.
