The way she's posting, I think it might be a legal thing. Kids may need parental consent for certain procedures, although I can't imagine why Grimes' approval wouldn't be enough.

Seems like they didn't have the evidence to hold them, on the murder charge, BUT two of the three folks they arrested seem to be the ones that gave Liam his drugs so they're being held on those charges still.
