It doesn't have to be active like reddit right? Or even like Lemmy was around the blackouts? A community can remain active even without federating with lemmy.world. People can still sign up for Beehaw and see their posts from other instances (like feddit.uk or the canadian one).
Yes it is. I've been on forums with ~20 or so active people and it lasted for years.
But mod tools have not improved. Anyone could technically still join lemmy.world and troll them which was one of their concerns.

I like how some people think 15 minute cities is a bad thing. I love having my essentials close by, easily accessible without a car. Inter-city transport should not be the norm for basic neccessities.
Sounds like you have been brainwashed by doom-thinkers and conspiracy thinkers. Look at how awful cities like Houston in the USA are. The suburbs that are devoid of actual living should really scare you. Every village should at least have a small store so they too can get by for basic stuff in 15 minutes.
