Same here in Germany, but these two parties are not at all the same, even if they don't differ much in that one (and a bunch of other) issues.

Wenn die Größenordnung so komplett verschieden ist, hat es keine Bedeutung, dass beides technisch gesehen „Steuerhinterziehung“ ist. Die Methode ist komplett anders, die Auswirkungen sind komplett anderes, die moralische Einordnung ist komplett anders.
Vielleicht hast du den Vergleich einfach nicht verstanden.

This one is an active strategy. No shit people know that this costs them resources. The point is that they want to punish the owners of bad-behaved scrapers.
There is also another kind which just blocks anything that tries to follow an invisible link that goes to a resource forbidden by robots.txt
