Yes they have a free tier, but you need to reactivate it every month or they will cancel it.
Getting your own domain from a good registrar will cost you <$20/year. I would have recommended Google Domains, but they're shutting that down soon.
I think I'll be moving my domains to Cloudflare, but I don't know if they sell new domains. They do provide DDNS services for free though.
