My personal gut speculation is they are still exploring possibilities to integrate the Ryzen Max with FW16s without compromising Memory upgradeability. Obviously that was not possible to achieve as easy as they hoped, so the Desktop came first. But I may be totally wrong.

Now, the actuall surprise: I would not have believed is that it is this big a market :-) Have fun 🤘
