I always assumed this was a cameo appearance by the actual Bob Ballard after the many times he was referenced in previous episodes. But I just started watching seaQuest DSV, in which Ballard would appear during the credits to give some fun facts (just like the end of this 30 Rock episode), and discovered that they are indeed not the same person.

I would really like to know how much he spent on getting a passing reference in the least popular ST show of all time.

From what I have heard, that part of the line was not even scripted. The actor ad libbed it in hopes that it might lead to him being gifted a free Tesla vehicle.

EDIT: There was also the completely unrelated reference in a later episode, in which a character mentioned having gone to Musk Junior High School. That may have been a paid reference.

This article does clearly state that both prices are USD, but everywhere else indicates that the price is 1000 CAD.

did this change happen when they made this game "free"?

Judging based on the price history on Is There Any Deal? and the dates of negative Steam reviews mentioning the ToS changes: no. The game is "free" as of this week, but the ToS had been updated with all those negative changes in May.

Ouch, recent reviews are harsh

Take-Two and 2K games have updated all their games Terms of Service, turning this game as well as all of their other games into literal spyware.

Important Info in Terms of Service:

  • Mods are a bannable offense
  • Display of Cheats/Exploits is bannable
  • Forced arbitration clause and a waiver of class action and jury trial rights for all users residing in the United States and any other territory other than Australia, Switzerland, The United Kingdom, or The Territories of The European Economic Area
  • You can be banned for using a VPN while connecting to online servers
  • Cannot access game content on a Virtual PC

Collected Data Types:

  • Identifiers / Contact Information: Name, user name, gamertag, postal and email address, phone number, unique IDs, mobile device ID, platform ID, gaming service ID, advertising ID (IDFA, Android ID) and IP address
  • Protected Characteristics: Age and gender
  • Commercial Information: Purchase and usage history and preferences, including gameplay information
