Yeah I think Eccleston is the best place to start personally, that's the beginning of the revival and they kind of 'reset' a lot of stuff and gradually reintroduce the key ideas of the show from there.
It's a bit cheese in places and some parts haven't aged well at all (some of it looked shit even in 2005 lol) but also that's just part of the show. It's a bonkers mess that sometimes doesn't work at all and sometimes is the best thing ever.
TBH I don't think there's ever really been a time when Doctor Who has been running on smooth rails lol, or at least not since the 80s. The Baker and McCoy eras sounded like chaos by all accounts, the first RTD era was rough enough that Christopher Eccleston left and is still a bit spicy about it, and The Writer's Tale makes the Tennant era sound a bit better but still pretty messy.
Moffat's run seemed to run a bit smoother, but you still hear stories like the writing and production of the 50th anniversary and season 7, so maybe he just managed it a bit better and we didn't hear about it as much.
Chibnall's era was a mess off and on screen, some episodes are barely even coherent IMO. Even if you don't factor in COVID disrupting production.
And then back to RTD2, which seems to be proving that you can't fix things by just throwing money at them. But maybe that's just part of the DNA of the show now, it's just a chaotic mess run by a series of mad people that sometimes manages to be brilliant for reasons nobody fully understands lol.
How Space Babies made it all the way from conception to broadcast, especially as the first episode of the season that's supposed to get everyone on board, without anyone intervening will forever be a mystery to me.

Presumably his companies must just run themselves, because we seem to be expected to believe that he's running a rocket ship company, an electric car company, one of the biggest social media sites in the world, moon-lighting as the de facto President of the United States, while also dicking around on Twitter all day long and being one of the world's #1 gamers and parenting like 15 children or whatever it's supposed to be now. (Or at least, the ones that are still talking to him I guess.)
